These are actors such as non-governmental organization (NGOs), national governments, United Nations agencies, social movements; think tanks and, of course, business corporations. Power functions differently here, it functions erratically and unpredictably. NGOs and other political actors compete, collaborate, clash and conflict in the unstable settings of perceived interest.
